Get yourself a plasma rifle instead, get that bloke (forgot where he is, in that quest where there's a gang war or something) to upgrade it to a turbo plasma rifle then shoot everyone in the eyes and the groin. Critical hits in the eyes pretty much kill anyone in one shot with that baby!
