You may have done what I did when I first played it, and completely overlooked the aimed shot feature until I'd almost completed the game.
If you right click on your gun you should get a little crosshair in the bottom right (unless it's a big gun which will pretty much reduce people to a red mist wherever you point it). This will let you shoot people in the arms, legs, head, eyes etc. Costs an extra action point, but it's worth it for the amusing effects and extra damage!
